Dangote Refinery Receives 94.43 Million Barrels of Local Crude in 2025 – NUPRC

Local oil producers supplied 94.43 million barrels of crude oil to the Dangote Petroleum Refinery in 2025 under Nigeria’s Domestic Crude Supply Obligation (DCSO) framework, representing an increase of about 25 per cent from the 75.39 million barrels supplied in 2024.

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) disclosed this in its 2025 annual report, released on Wednesday, highlighting the volume of locally produced crude allocated to the country’s largest refinery under the domestic supply framework.

The increase represents an additional 19.04 million barrels supplied to the refinery during the year. The development comes as Nigeria continues to pursue greater domestic refining and reduce its dependence on imported petroleum products.

The report also showed that Nigeria’s combined crude oil and condensate reserves declined by 0.59 per cent to 37.28 billion barrels in 2025, from 37.5 billion barrels in 2024. Gas reserves, however, increased marginally to 210.54 trillion standard cubic feet.

Nigeria produced 622.14 million barrels of crude oil and condensate during the year, comprising 525.18 million barrels of crude oil and 96.96 million barrels of condensate. Average daily production stood at 1.67 million barrels, including 1.41 million barrels of crude oil and 268,681 barrels of condensate.

Gas production reached 2.73 trillion cubic feet during the year, equivalent to an average of 7.47 billion cubic feet per day. Associated gas accounted for 4.05 billion cubic feet per day, representing 54.2 per cent of total production, while non-associated gas contributed 3.42 billion cubic feet per day, or 45.8 per cent.

The commission reported that 2.507 trillion cubic feet, representing 92 per cent of total gas production, was utilised, while 215 billion cubic feet, or 7.89 per cent, was flared. Another 2.8 billion cubic feet, representing 0.10 per cent, was recorded as shrinkage. On environmental performance, the report documented 357 oil spill incidents, with sabotage accounting for 49.5 per cent of the cases.

The NUPRC also generated ₦10.42 trillion in revenue in 2025, representing 63 per cent of its projected ₦16.54 trillion for the year. The revenue was 17 per cent lower than the ₦12.56 trillion recorded in 2024, with oil and gas royalties, Project Gazelle and Nigerian National Petroleum Company Limited receivables contributing the largest share of collections.

Revenue from the category stood at ₦8.97 trillion, down 19.03 per cent from ₦11.08 trillion in 2024. However, gas flaring penalties increased by 56.27 per cent to ₦611.42 billion, while signature bonuses rose by 44.2 per cent to ₦532.94 billion.

The figures provide an overview of Nigeria’s upstream performance in 2025, spanning domestic crude supply, hydrocarbon production, reserves, gas utilisation and regulatory revenue. While crude deliveries to the Dangote refinery increased, the decline in oil and condensate reserves and the shortfall in the commission’s revenue target remain important indicators in assessing the sector’s performance.
