President Bola Tinubu has nominated Rabiu Abdullahi Umar as the new Chief Executive of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), pending Senate confirmation. His appointment brings a private-sector energy executive into one of the most sensitive regulatory positions in Nigeria’s oil and gas industry.
Here are key facts about Rabiu Abdullahi Umar.
1. EDUCATION AND EXECUTIVE TRAINING: Umar studied Accounting at Bayero University, Kano, where he earned his Bachelor of Science degree between 1995 and 1999. That foundation in finance shaped the early direction of his career in business and operations. He later upgraded his leadership and strategic skills through executive programmes at Harvard Business School, including the General Management Programme and training in Disruptive Strategy. He also holds an ISO 9001:2008 Lead Auditor certification, which focuses on quality management systems and operational standards.
2. EARLY FOUNDATION IN THE OIL AND GAS SECTOR: Umar’s professional journey is closely tied to Nigeria’s downstream petroleum industry. One of his longest stints was at Oando Plc, where he worked across several operational and commercial roles. At different points, he was involved in fuel logistics, retail operations, and terminal management. These are the parts of the business responsible for moving petroleum products from depots to filling stations and keeping the supply chain running.
3. STRONG EXPERIENCE IN FUEL DISTRIBUTION SYSTEM: While at Oando, he handled responsibilities that covered supply chain coordination, retail network supervision, and storage operations. He also worked around large retail systems that stretched across hundreds of fuel stations nationwide.
This experience placed him directly inside the structure that keeps fuel available across Nigeria, a space often affected by logistics pressure and supply disruptions.
4. CEO EXPERIENCE IN THE CEMENT INDUSTRY: Between 2016 and 2019, Umar served as Chief Executive Officer of Ashaka Cement PLC, a company listed on the Nigerian Exchange. As CEO, he was responsible for production output, business performance, and corporate strategy. The role required managing operational efficiency, energy costs, and market demand in a highly competitive manufacturing environment.
5. SENIOR COMMERCIAL ROLE AT DANGOTE INDUSTRIES: Since 2019, he has worked as Group Chief Commercial Officer at Dangote Industries Limited. In that position, he oversees sales, marketing, and commercial strategy across one of Africa’s largest industrial groups. His role involves coordinating distribution systems and driving revenue across multiple business units.
WHAT HIS APPOINTMENT MEANS
Umar’s nomination comes at a time when Nigeria’s downstream petroleum sector is under pressure from pricing changes, supply dynamics, and ongoing refinery developments. His background suggests someone who understands how fuel moves in practice from logistics and storage to retail distribution. If confirmed by the Senate, he will be moving from operating within the industry to regulating it.
Rabiu Abdullahi Umar is a private-sector energy executive with experience across oil and gas operations, cement production, and large-scale commercial management. His nomination to lead NMDPRA reflects a preference for industry practitioners in key regulatory roles within Nigeria’s petroleum sector.
