NCDMB Pushes for United Effort to Raise Nigeria’s Oil Supply

The Nigerian Content Development and Monitoring Board (NCDMB) is calling for unified support from stakeholders across the oil and gas industry to counteract negative trends and bolster crude oil production within Nigeria. Speaking at the recent International Conference and Exhibition of the Nigerian Association of Petroleum Explorationists (NAPE) held in Lagos, NCDMB Executive Secretary Engr. Felix Omotsola Ogbe emphasised the urgency of collective action to address key challenges in Nigeria’s energy sector.

Tackling Major Threats to Energy Security

In a keynote address titled Resolving the Nigerian Energy Trilemma: Energy Security, Sustained Growth, and Affordability, Ogbe identified the “alarming scale of pipeline vandalism and crude oil theft” as the primary threats to Nigeria’s energy security. The NCDMB’s leadership underscored the necessity for large-scale oil and gas projects, supported by a comprehensive security strategy developed in collaboration with host communities. This strategic alliance, Ogbe stated, is crucial to safeguarding Nigeria’s energy assets and ensuring uninterrupted production in oil-rich areas.

Pushing Forward with Strategic Investments

One of the NCDMB’s initiatives to encourage investment in the sector includes establishing an annual Final Investment Decision (FID) Week. During this period, stakeholders would formalise commitments to new projects, encouraging investors and regulators alike to adhere to set timelines. According to Ogbe, “FDI Week will serve as a platform to accelerate new projects within Nigeria’s oil and gas industry, fostering partnerships that align with the Presidential Directives rolled out in March 2024 to shorten contracting cycles and stimulate investment.”

NCDMB’s proposal seeks to integrate this FID Week into existing major industry events held in Nigeria, such as oil, gas, and energy conferences. These gatherings draw both local and international companies, allowing stakeholders to assess opportunities, share knowledge, and explore collaborations that could lead to increased oil production and economic stability.

A New Security Framework: The ‘Back to the Creeks Initiative’

To further address operational risks, the NCDMB has introduced the Back to the Creeks Initiative, a policy framework focused on creating a secure environment for oil and gas operations. This initiative aims to reduce the high costs associated with vandalism and security challenges that frequently disrupt operations in oil-producing regions. The Executive Secretary emphasised that the board is convinced that reducing hostilities and ensuring community engagement is crucial to protecting Nigeria’s energy infrastructure.

The initiative is comprehensive, encompassing corporate social responsibility (CSR) projects, community-based infrastructure development, and educational support. Plans include providing affordable finance options to local contractors, upgrading schools, and improving the educational capacity of teachers in host communities. These measures aim to foster a sense of ownership among local populations, encouraging them to view industry facilities as essential to their socio-economic well-being.

“The Back to the Creeks Initiative is designed to establish a mutually beneficial relationship with host communities. By creating a sense of shared responsibility, we aim to secure operational assets, increase crude oil output, reduce security expenditures, and ultimately enable more competitive pricing of petroleum products,” Ogbe stated.

Advancing Local Content and Economic Growth

NCDMB has long been a driving force in Nigeria’s oil and gas sector, fostering local content development to create a more self-sustained industry. In addition to its work on security and investment incentives, the board has committed to investing in research and development (R&D), recognising the role that innovation plays in building a competitive and efficient energy sector. Initiatives, such as the NCDMB’s $50 million R&D fund, support projects that aim to reduce import dependency, optimise resource management, and enhance Nigeria’s technological capabilities in energy production.

NCDMB’s biennial Nigerian Oil and Gas Opportunity Fair (NOGOF) remains another vital platform, bringing together stakeholders to explore new opportunities, partnerships, and investments in the sector. This event underscores the board’s commitment to transparency and knowledge-sharing, providing a space for both international and indigenous oil and gas companies to strategise around Nigeria’s production capabilities and technological advancements.

The Road Ahead: Leveraging Partnerships for a Sustainable Future

Ogbe reaffirmed the NCDMB’s commitment to working with all industry players to create a safe, secure, and economically viable energy sector. The agency’s recent initiatives reflect an integrated approach aimed at balancing Nigeria’s energy security, sustainable growth, and affordability concerns.

As Nigeria continues its journey to becoming an industrialised economy, the NCDMB’s multi-faceted strategy offers a roadmap for sustainable growth. With the Back to the Creeks Initiative addressing security concerns, the annual FID Week fast-tracking project approvals, and NOGOF fostering collaboration, the NCDMB’s efforts aim to position Nigeria as a competitive player in the global energy market. The agency’s focus on community engagement, robust investments, and R&D ensures that Nigeria’s oil and gas sector is primed to meet the demands of the future, contributing to the nation’s economic prosperity and energy security.
