Nigeria is set to implement a new plan aimed at protecting the country’s oil and gas industry by tightening border controls and enhancing security around the transportation of petroleum products. This plan, developed by key security agencies, will focus on curbing the widespread smuggling of fuel out of the country.
On Monday, Nigeria’s National Security Adviser (NSA), Mallam Nuhu Ribadu, highlighted the negative impact of petroleum product smuggling on the country’s economy. Speaking at the Operation Whirlwind Stakeholders’ Engagement, Ribadu stated that smuggling contributes significantly to the government’s challenges in stabilising the value of the Naira. He noted, “The activities of petrol smugglers are taking a negative toll on the economy.”
As part of the plan, a new centre will be established to foster collaboration and information sharing between stakeholders, including security agencies, to enhance joint operations against smuggling. This initiative emerged from a meeting between the Nigeria Customs Service (NCS), Nigerian National Petroleum Corporation Limited (NNPCL), Nigeria Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), and other relevant agencies, convened by the NSA.
The new strategy will also explore the use of advanced technology to monitor and control the movement of petroleum products across the supply chain. Offenders will face strict prosecution, and significant penalties will be applied under the current arrangement.
A communiqué signed by the NSA, NCS, NMDPRA, NNPCL, and the Independent Petroleum Marketers Association of Nigeria (IPMAN) confirmed the agreement to these measures. It stated that a public awareness campaign would be launched to educate Nigerians on the detrimental effects of petroleum smuggling on the nation’s economy and security.
“This campaign will be a joint effort of all participating agencies, leveraging various media platforms to reach all segments of society,” the communiqué stated.
Additionally, the NNPC and NMDPRA, in collaboration with the NCS, agreed to explore the adoption of advanced technology to enhance monitoring and control of petroleum product movement across the country. Stakeholders at the meeting publicly disassociated themselves from smuggling activities and committed to implementing stricter internal controls, as well as cooperating with NCS and other agencies in identifying and reporting suspected smuggling activities.
The communiqué also disclosed that a formal mechanism for regular feedback from stakeholders on anti-smuggling efforts has been established. This includes periodic review meetings of the operation, with participation from all relevant agencies and associations.
The meeting also underscored the importance of supporting Operation Whirlwind, encouraging stronger collaboration between the NCS, NMDPRA, NNPC, and other security agencies. “The meeting acknowledged the significant costs associated with anti-smuggling operations. A resolution was passed to advocate for increased budgetary allocation for Operation Whirlwind, with support from all participating agencies,” it said.
The operation will also actively engage community leaders in border areas as partners in the fight against smuggling. In addition, the NSA will work with relevant government bodies to strengthen penalties for smuggling and provide greater legal backing for anti-smuggling operations. The communiqué stated that the NCS is encouraged to prosecute offenders.
The communiqué further revealed that the NCS, NMDPRA, and NNPC will collaborate to develop a long-term strategy for combating petroleum smuggling. This strategy will be reviewed annually under the supervision of the NSA.
A joint monitoring team, comprising representatives from all participating agencies and associations, has also been established to track the implementation of these resolutions and provide periodic progress reports to the NSA.
The meeting concluded with a renewed commitment from all parties to work collaboratively towards eliminating petroleum smuggling and safeguarding the integrity of Nigeria’s petroleum supply chain.
