Nigeria’s energy sector is making significant strides as the newly revamped Port Harcourt Refinery commences the export of petroleum products. Following the groundbreaking exports from the Dangote Refinery earlier this year, the Port Harcourt facility has now joined the export market, marking a key milestone in Nigeria’s journey toward becoming a net exporter of refined petroleum products.
First Shipment Details
The refinery’s first shipment was a cargo of low-sulphur straight-run (LSSR) fuel oil sold to Gulf Transport and Trading Limited, a Dubai-based company. According to Kepler, a data analysis firm, the shipment comprised 15,000 metric tonnes of fuel, equivalent to 13.6 million litres. The fuel was produced from portions of the refinery that began operations on November 26, 2024, as part of a phased startup of its production processes.
This LSSR fuel has a sulphur content of 0.26% and a density of 0.918 g/ml at 15°C, meeting high international standards. Reports indicate the cargo was sold at a $8.50 per tonne discount to the NWE 0.5% benchmark on a Free On Board (FOB) basis.
Gradual Operations and Strategic Impact
The Port Harcourt Refinery, under the management of the Nigerian National Petroleum Company Limited (NNPCL), has initiated its operations with an estimated capacity of 20,000 barrels per day through its Coolant Distribution Unit 1. This development signals a strategic effort to phase out Nigeria’s reliance on imported fuel, a long-standing issue that has drained the country’s foreign reserves and weakened its currency.
By exporting refined products, the refinery not only generates revenue but also reduces Nigeria’s dependence on petroleum imports from its traditional suppliers, significantly impacting West Africa’s energy trade.
Dangote Refinery’s Role
The Port Harcourt Refinery’s exports come on the heels of the Dangote Refinery’s entrance into the global petroleum market. Earlier in the year, Dangote Refinery exported over 200,000 metric tonnes of petrol to South Africa and other countries. With a production capacity of 340,000 barrels per day, the refinery has disrupted the local and regional petroleum supply chain.
Although domestic demand remains strong, Nigeria’s refiners are leveraging international markets for their higher-value, premium-quality products. This strategy is gradually transforming Nigeria into a key player in global petroleum exports.
What This Means for Nigeria
The combined efforts of the Port Harcourt and Dangote refineries are gradually positioning Nigeria as a net exporter of refined petroleum products. For decades, the country struggled with refining inefficiencies, leading to heavy reliance on imports. Now, with these refineries in operation, Nigeria is reducing its import bills, stabilising fuel prices, and creating opportunities for foreign exchange earnings.

As the Port Harcourt Refinery ramps up production and other modular refineries come online, Nigeria’s refining capacity is set to increase further. Industry analysts believe that ongoing investments in refining infrastructure will enhance Nigeria’s ability to meet both local and international demands.
