Hon. Prince Sesi Oluwaseun Whingan, Federal Representative for Badagry Constituency in the 10th National Assembly, marks his 40th birthday today. Colleagues, constituents, and political stakeholders are highlighting his record of service, reform, and grassroots projects since his election in June 2023.
Early Life and Education
Born on 22 September 1985 into the royal family of Maseno in Ikoga-Zebbe, Badagry, Whingan is the son of Mr. Hunyingan Pius and Mrs. Hunyingan. He studied at St. Benedette Nursery and Primary School and Ijemo Titun High School in Abeokuta before graduating with a degree in Mass Communications from Olabisi Onabanjo University in 2009. He later earned an MBA from Anglia Ruskin University in the United Kingdom.
Journalism and Career Path
Whingan began his career in journalism, working at Paramount FM Radio and Gateway Mirror between 2003 and 2008. He later moved into business leadership as Managing Director of Pogs Luxury and Regional Manager/Partner at FAB Pharmaceutical Nigeria Limited.
Political Rise
In 2023, he contested on the All Progressives Congress (APC) platform and won the Badagry Federal Constituency seat with 34,970 votes. In the National Assembly, he was appointed Deputy Chairman of the House Committee on Petroleum Resources (Upstream), a rare responsibility for a first-term legislator.
Since taking office, he has sponsored 15 bills and moved several motions addressing constitutional reforms, agriculture, financial regulation, trade unions, child protection, and energy. These include amendments to the Explosives Act, the Trade Union Act, and the establishment of the Internet Child Pornography Prevention Bill.
Youth and Education Initiatives
Whingan has built a strong profile around youth empowerment and education. In November 2024, he launched the Badagry 1000 Tech Talents Project (Badagry 1000TTP) in partnership with Codeverse Africa. The program aims to equip 1,000 youths with skills in web development, data analysis, product management, and project management. The first 200 participants began intensive training at KemmySam School in Aradagun, Olorunda LCDA.
Speaking through Mrs. Bukola Agemo, a technical committee member, Whingan said: “This program is an investment in the future of Badagry’s youth, positioning them for competitive roles in the technology sector.”
He has also implemented a wide-ranging education initiative impacting more than 3,000 pupils in 75 schools. Projects include new classroom blocks at Mowo Community Secondary School and Anglican Primary School, Gbanko; renovation of facilities such as 14 toilet units at Ansar-Ud-Deen Junior Grammar School; and the distribution of school materials to over 2,000 students.
His “Sesi Whingan Badagry School Free Ride” introduced buses to ease transportation for students. At the same time, thousands of school sandals, math sets, and exercise books were provided to children across the constituency.
Community Development and Philanthropy
Through the Sesi Whingan Foundation, he has refurbished healthcare centers, supported road rehabilitation, and provided relief materials to residents during economic hardship and flooding incidents. He has also extended medical support to indigent patients and offered scholarships to underprivileged students.
Recognition and Reactions
Stakeholders have praised his initiatives. Dr. Hakeem Babatunde Shittu, Chairman of LASUBEB, described his education projects as “a seal of knowledge, empowerment, and opportunity.” Mrs. Modinat Adebayo, Education Secretary for Badagry, said his work has “significantly improved the educational landscape.”
Students and teachers have also welcomed his interventions. A pupil of Araromi Primary School said the provision of learning materials will “go a long way in improving the school session.” Another student highlighted the free bus service as a major relief for parents.
Colleagues in the National Assembly have sent goodwill messages. One Lagos legislator called him “a voice of youthful responsibility in Parliament.” Former Rep. Samuel Sejoro praised his proactive approach and urged constituents to support him for a second term.

As the youngest member of the House of Representatives from Lagos, Whingan has become a strong voice among Nigeria’s new generation of lawmakers. Constituents credit him with accessibility and responsiveness, noting his swift reaction to emergencies and policy challenges.
