Regulatory pressure is tightening in Nigeria’s downstream petroleum sector as the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) intensifies enforcement against sharp practices at retail outlets. In Rivers State, the authority has sealed multiple petrol stations for under-dispensing products and operating outside approved regulatory standards.
The action forms part of NMDPRA’s ongoing consumer protection drive aimed at restoring confidence in fuel retail operations and ensuring Nigerians receive full value for every litre purchased.
Enforcement Targets Under-Dispensing Stations
On Friday, NMDPRA sealed 11 petrol filling stations across Obio-Akpor and Port Harcourt City Local Government Areas of Rivers State. The affected outlets were found culpable of under-dispensing petroleum products, using failed pumps, and committing other regulatory infractions.
Speaking after the enforcement exercise, the South-South Regional Coordinator of NMDPRA, Victor Owodiasa, said the operation formed part of the authority’s surveillance initiative, “Operation One Litre for One Litre.”
According to him, the programme protects consumers from exploitative practices and forces operators to dispense petroleum products strictly within approved metering tolerances.
He stated that the sealed stations would remain shut until the integrity of their pumps is fully verified and confirmed compliant.
Zero Tolerance for Persistent Offenders
Owodiasa warned that corrective action alone would not automatically guarantee reopening for offending stations, especially those found to be repeat violators.
He noted that facilities identified as persistent or perpetual offenders risk having their operating licences revoked, adding that regulatory tolerance for non-compliance has been exhausted.
The coordinator stressed that NMDPRA applies the same enforcement standards across both liquid fuels and gas dispensing outlets, insisting that all operators must function strictly within the confines of the law.
While acknowledging that under-dispensing can sometimes result from mechanical faults, he maintained that operators are responsible for routinely checking and calibrating their meters, rather than waiting for regulatory inspections to expose discrepancies.
Gas Outlets Also Sanctioned
Beyond petrol stations, three gas dispensing outlets were also sealed for under-dispensing products to consumers during the exercise. Owodiasa reaffirmed the authority’s zero tolerance for under-dispensing, over-dispensing, and any form of consumer exploitation.
He further called on members of the public to support regulatory efforts by promptly reporting suspected cases of fuel retail infractions for swift intervention.
The enforcement underscores NMDPRA’s broader strategy to sanitise Nigeria’s downstream market and reinforce transparency, accuracy, and fairness in fuel distribution nationwide.
